I do not know that they qualify as full-time Mexicans. Are they doing a job an American does not want to do? If so then they are just not dressed correctly for the part of a Mexican. You shouldn't disturb them, they have to work another 3 hours so they will make enough to buy a bottle of water to quench their thirst that was caused by the work they are doing.
