No buildings are heated here! If anything, they have one tiny, pitiful radiator that does nothing. What the hell?

Heat has already been shut off for the year. Heating in Beijing is generally city-provided. If you don't like it get your own heater.

Also, the number of radiators in the apartment has exactly zero to do with the government and everything to do with the person who had the place finished. If it's only going to be for a rental, then yea, you cut every corner and get the cheapest radiators and as few as possible without it being too obvious.
If it's a place you actually live in, ideally you do with in-floor heating, your AC is dual-use and you slap in a regular radiator or two just for kicks. If it's not hot between 11/15 and 3/15, you are probably doing it wrong. This year it was extended out till 3/18.
