Minichan does it when you're on a proxy. If you're at work and your company has an internet filter, then you have to use a proxy to view sites. Minichan blocks you from seeing images. But Scatchan after 5 threads makes you enter a captcha to view anything more.

Pretty much all cell phone hostnames are set as proxies. Your IP says it's a cable modem though. Maybe someone from your ISP in the US or Canada was banned a year ago.
