I donwloaded wine.. but do not know how to use it.

Right-click => Properties => Open with... => Wine?

I dunno, it's been a while since I've used Ubuntu.

Weird, it should give you an option like that or just run it in wine by default. If all else fails, you can just open a terminal window and run it with wine SOMEFILE.EXE

Right click, Properties or something along that line
Check the box on the bottom, it should allow you to use the file as an executable
