It seems to be an experiment. Maybe nothing will come of it, maybe it will end with the world being less one psychotic murderer. You gotta be a pretty bad dude to make that list, sure not all bad guys are on there. I'd like to see this work out and then they work their way down the list and get the rest. There's tons of ways Americans help out third-world nations, this is just a new way (if it works).
