Because they could in the Terminator universe. Since Time traveling took place in the Terminator universe, but it doesn't take place in the Matrix universe, then the two universes are incompatible. So no, the Terminator movies cannot serve as Matrix prequels.

So you're saying that they still had time travel technology but choose not to use it? That doesn't make any sense because if they had the technology, they'd try to travel back in time to thwart the revolts of the humans. It leaves to big of a plot gap. The two movie universe are too different. Also, don't the humans win in Terminator Salvation?
