perhaps if i explain my need for the information. I'm creating a 4chan style imageboard in php which is ACTUALLY easy to customise, unlike STI's shitty templated crap. It will also have a better admin area, with ability to add announcements on boards seperately and ban people etc without editing shitty config files

Some light googling should turn up code for detecting proxy users based on headers or ports and some for detecting Tor users. None of these solutions are 100% effective -- while casual spamming and ban evasion attempts can be blocked, the truly psychotic fucktards will still get through. Some of these methods also come with other problems like blocking some mobile users.
