I was in a faction here a year ago called haven. Every day it was under attack, and one faction destroyed whole towns with impunity. Besides, i'm sure yukiiru felt like a bully when he sieged our town with cannons, camped our base for 2 days, spawn raped falco, and hired thugs to hunt us down.

It doesn't have to be a game where you have the ability to bully/be bullied by others if you don't want it to be. Simply building things and surviving on your own, even with others, gets boring for a lot of people. Some enjoy that, but I think that most just get tired of it after a while. I know I did, and stopped playing for seven months. Then I caught wind of the ssss.me server, and now I have motivation to play again. It adds a nice little twist to kind of a dull game. It turns it into a competition of who can maintain resources and continuously destroy an enemies territory/base without dying, all while keeping their own faction safe. Maybe not everyone who is playing on the pvp server has the desire to grief, or bully as you put it, but from what I understand, the point of us playing on this server is to add a much needed competitive factor in, troll the enemies to death, and still be able to enjoy the game for what it is. Sounds pretty appealing to me. If that's not what you're into, then just don't play this type of minecraft, I guess.
