No, they're more cold resistant. People with longer limbs tend to be more heat resistant because they have more surface area over their body for heat to escape. People with shorter limbs have less surface over their body for heat to escape. This why people native to the hottest parts of Africa have very long limbs, while people native to the colder regions of the world, such as Inuits or Eskimos, have very stout limbs.
