Because for black people, gender roles are very strongly defied, so to see someone who topples that in a jestful manner is amusing. It's like an in-joke to them.
"lol non-black men are so feminine, with their blurred gender roles" Then some white guy comes along in a dress and a purple wig, and they just lose it.

Katt Williams is a black comedian. Being a pasty white boy there is some of his humor I just don't get, but some of it is amazing.
