Once when I was a kid, my dad was picking me and a friend up from school. He had a big white pedophile van, and as he was putting us in some guys ran up and was like "Are those your kids?!"
My dad was more appreciative than anything. I think most parents would feel the same way. It's good to have someone looking out for kids.

This reminded me of the story of James Bulger. I think that if given the circumstances, and it looked like the child was crying out for help, or the person did not look like a relative, I would have some serious concerns. I think in the very least that people in that sort of situation should try to remember details of the situation, like the suspect's appearance, a car license plate number, or things of that nature. Reporting it to nearby authorities or property managers (like say if it was in a McDonald's parking lot) about what you saw could make a huge difference and save a life.
