I got a new laptop in like, November? It's the HP Dandelion Breeze 15.6. Now, it runs amazingly, but... The screen (very rarely mind you, only happened twice) flickers with static-like lines across the top. Is it defective? If I turn it off, and leave it alone for a while, it's fine. Should I be worried or is that a normal function?

There's a chance the connector to the screen is kind of detached. Try pressing along the botton of it when holding the back and see if that jams anything back (or out of) place.
There's a chance it can get worse in the future, but there's also a big chance it'll just stay the same so you should decide if and when to send it in for fixing under your warranty if you have that.

Get it replaced under warranty. It's prolly the ribbon.
