Topic: What's the strangest film you have ever seen?

I saw this crazy movie about this middle aged, lonely guy who had no friends and was always spying on his pretty next door neighbor. So one day he gets tired of watching/stalking her and decides to strike up a conversation. They talk and end up becoming friends...

Then he strangles her, puts her body in his bath tub, fills it with ice and leaves it there. After that he cuts up her body into pieces, takes her severed hand and goes to the park to have a picnic with it.

I really wish I could remember the name of it.
