Because I heard there was some big bill or something that was going to make it so that they can't accept food stamps, but it got overturned.

In some places, yes. It depends where you are.

There are programs to allow senior citizens and the homeless to purchase food at restaurants with money from benefits. By themselves, these programs make sense because these people don't necessarily have the available facilities or ability necessary to prepare food for themselves. Restaurants that wish to participate simply need to file an application, several fast food restaurants have been approved for such programs in different states. The benefit funds are generally distributed on a card that works like a debit card, and these cards can be swiped at participating restaurants.

How would a homeless person actually apply for such benefits though?

The same as anyone else, I would imagine: Go in and apply.
