Topic: Is there a semi-easy way to add custom Skyrim shouts?

I really want to add "TASTE MY LIGHTNIN', FUCKER" from http://www.youtube.com/watch?v=u43-bh9jrxc (5.59 - 6:02). I remember reading that some guy replaced FUS RO DAH with "Stop right there, criminal scum" but I can't find any reference to it on Google so that might just be bullshit. Anybody have an idea? I'd be happy to replace an already existing shout with it if that's all I can do, but I'd really like for it to cause some kind of lightning damage.

Storm Call is pure lightning damage.
There's probably an audio file for the shout. You may have to replace a specific one for your gender, maybe even species if the voices vary.
