Whenever I try to start a new game, the fellow prisoners just sit there, they don't start their chat or anything, and they don't move when we get to the "end of the line".
The furthest I got was where they beheaded the first guy, then they just stared. I could still look around, but nothing was happening.
What the shit is this? Lol first time I pay for a game in forever and it's pulling this shit.

Well, they are about to be executed, they probably aren't very chatty. If anything you should be happy that your version is more realistic.
But yeah, reinstalling is probably your best bet. Or search around the steam forums.

You don't have to delete the files. I'm pretty sure that if you unistall it from steam the actual files stay.

Just rebooted my computer, apparently Steam was ignoring an update for no particular reason.
For future reference, and for anyone else with this problem in the future:
Skyrim bug, new game bug skyrim, elder scrolls v new game, silent NPCs, NPCs not talking, bethesda are fucking bullshit game developers, beta releases sold as full versions, how the shit is this legal, first dragon not coming, game stops and all NPCs stand around looking dumb, beheading, early game
