Torrents work by chopping all of the data into blocks, and those blocks are spread around in whatever order, but they are separate. Torrents are also peer-to-peer software, that means that you're not actually downloading it from one place, you're downloading it from other people who are downloading as well, and they're also downloading from you.
Having said that, the reason the last bit can be slower is simply because you can have a good connection with a few other clients that don't have those last few blocks. So, it has to come from slower connections and takes longer.

Well, sure it makes sense that the last blocks left are going to be those with lowest availability over the slowest connections, and, having downloaded all the more available blocks offered over speedier connections, you would be stuck at the end downloading the stuff that was hardest to get. Low hanging fruit and all...
However, pretending that the universe wants to make you suffer once in a while can be more fun and keeps you on your toes.

Yes it is, though it's possible to configure most torrent clients to not to upload at all (Setting max upload connections, max upload speed, or something like that)

Trading pieces is uploading though so you cannot download a torrent without uploading to the swarm as well

I don't know the ins and outs of the torrent protocol, but from my understanding you can download pieces without uploading them, and not like any of the peers you download from would know that you're not uploading to other peers.

certain BT clients have a 'leech mode' that does this automatically, and other BT clients automatically block those clients, and its a clusterfuck of retardedness, but if you set it like that manually or use an obscure leech client then you can download without uploading and nobody can tell..

No you get the pieces you are seeking by trading what pieces you already have for them with peers
Seeders don't trade and just hand out... That is why they are essential to torrent health since they start people off with free pieces

Looks like only some clients implement that, and those that do implement it have it more like that they favor those who send data back, so it would hit your speeds (As long as there aren't plenty of healthy seeds) but is still doable to stay legal (in certain countries).
