I thought it was just new content added to shops and traders like the Gun Runners. Not something you'd start out with.

Yeah, I think that it's just the Gun Runners DLC that does that. The rest are all new areas/quests.

Ah, those are different. Didn't think of those. They were originally only avaliable as pre-order bonus DLC, but they released them as proper DLC a while back IIRC.
