I did that too. I figured that since I was basically a hero I'd do the most honorable thing and give him a chance. I was going to release him, but the battle I would have had to fight was too much. And besides, the only time I could have really fought in the arena was against the dog and Benny.

What I did was go back to the front door, steal my guns from that chest, kill everybody in that area, went to the next area and killed everybody there, then went into caesars tent with a stealth boy and killed everybody there. Then I let him go.
I literally killed every single legion soldier in The Fort.
