I started a second character, but now I just do not feeling comfortable playing with it. I am temped to start a new game. I have no idea what the fuck I should be doing when I get out of the sewers. I don't know if I should actually go deliver the amulet right away and if I do that. All of my fucking equipment and supplies sucks ass so I can actually fucking do none of the side or main missions anyway. Plus I'm still at level fucking one! What the fuck am I suppose to do?!
Plus the fucking fast travel feels like god damn cheating.

Deliver the amulet and you get some gear.
What do you like to play? If you like spell casting, join the mages guild right away/ just visit any city and start the quests. You need to get a recommendation from the head of each Mage guildhouse in each city. You can then make your own spells. It's great for leveling up casting skills. You can make a 1 mana spell and just chain cast.
I tend to just do the main quest and wander about. You need to sleep to level up. I didn't know that at first.

Only for cities and towns and whatnot. Other things you'll have to discover before you can fast travel to them. @263,309 (jump)
I decided to go back to my first character I made who is an archer. I am currently in Skingrad (because fuck dealing with the Oblivian gate at level one) and I am wondering if there's any place around I could practice using my bow? Because it fucking sucks having to waste two to three arrows on an enemy. My other character which I override was a Knight. What is there to do in Skingrad? This character I fast traveled to where I needed to deliver the amulet too and then followed the path down to Skingrad on the next main objective.

Archery is kinda underpowered in Oblivion. I suggest just running the main quest and any side-quests that you come along in the order that you feel like doing them, it doesn't matter much. The world stays available after you complete the main quest.
If you have difficulty with the game be sure to sleep every once in a while so you can actually level up, and to level up you just go outside the gates and start hunting. Look for caves or ruins and just kill & loot errything for XP, money and loot to sell for money.
If you're still having difficulties turn the difficulty down from the menu.

Is there a meter or something to show when I'm suppose to level up?
Because I sleep a lot and I haven't yet.

What the hell is there to do in Skingrad?!
I want to leave, but I'm still level one and I have to wanderer around to help this fucking little elf.
I stole a nice dress for myself though.

You should definitely help the elf. In the end it turns out that he's not crazy and there is in fact a huge conspiracy.

You should plan out your leveling to maximize your stat gains.
Id do Kvatch right away. It's fairly easy, and gets you some ok gear (a nice light armor chest piece). The oblivion gate isn't tough. Just save a lot. The last guy is a little tough, but I've beaten him at level 1 many times.

If you develop your sneak then you can sneak attack your enemies for 3x the damage. If you headshot them when you aren't detected they always go down in one hit.
Also get OOO lol.

I have a shaman goblin's staff which pretty much kills those dadura in one hit. Maybe I should do it now.

I neglected to do Kvatch once until I had gotten pretty far along in the mage guild quests. Wayyy harder. Scaling was a bad idea imo.

The mage guild are a bunch of faggots. I killed one of them, now they want me to go wandering around the wilderness finding plants to let me back in. Yeah, right.
