Because I find it kind of hard to believe it is considering it has a lot of mature and creepy context. The show isn't like anything seen on PBS or Nick Jr. Yet the creator of the show and 4chan's /co/ says it's a children's program. How?

Maybe. Mind you, IIRC Ren and Stimpy was much worse than that and they were on the air for a while.
That could've been a lot worse anyway. It was pretty cartoonish IMO.

Well, for one, Bugs Bunny is a transvestite.
And Nickelodeon tends to have a lot of shows with adult context.
It sometimes makes me wonder if they only say they're a kids network as some sort of marketing gimmick. Cartoon Network too.
