With all the unemployed people out there, there are people who would take jobs that paid less than minimum wage. This is especially true for teenagers. Even if it's not much at first it's better than nothing, and they can get work experience.
Minimum wage killed many jobs, and entry-level positions, it gave employers a good idea of someone's work ethic and a chance to prove themselves.

How is this relevant? Anyone can give raises regardless of the minimum wage.

Yes, but if you are worth the minimum wage then you can ask for it and get it anyway.
