Install modifications for The Elder Scrolls IV: Oblivion like you do for Fallout: New Vegas (I.E. Fallout Mod Manager) or is it as simple as placing the downloaded file into your steamapps/Obvilion/Data folder and selecting it with the date files option?

You never needed any kind of mod manager for any of the games mentioned in this thread. They're just there to make your life easier.
Just drop the files in your Data folder and enable them using the Data menu with the launcher.

This, but I'd reccomend getting a mod manager anyway if you want to any serious modding like new lands or gameplay overhauls, since mod managers let you change the load order and such which you usually need to do for the more complex mods.
TL;DR: you only require one if you want to install the more advanced mods

Load order is only important if the mods depend on each other, afaik.
The Skyrim Nexus Mod Manager thingy is pretty cool though, together with the one-click download button they have on the nexus website for instant installs.

Yeah, the Skyrim nexus is doing very well considering they don't have a construction kit yet. I can't wait for the explosion of quality mods when Bethesda finally releases a kit.

I downloaded the mod above and it had one file that I put into my data folder. But the data menu didn't show it. Why is this?

Did you restart the launcher after placing the file?
Is the file's name ending with .esp?
What is the full path to your Data folder?
Edit: I checked the mod's readme and saw; >>> REQUIRES OBSE! <<<
So you'll need to install OBSE. Google for it. And with OBSE I suggest using a mod manager instead of the original launcher.

IF YOU ARE USING THE STEAM VERSION OF OBLIVION:
1. Copy obse_1_2_416.dll, obse_editor_1_2.dll, and obse_steam_loader.dll to your Oblivion directory. This is usually "C:\Program Files\Valve\Steam\SteamApps\common\oblivion".
2. Ensure you have enabled the Steam community in-game, or OBSE will fail to load. Go to Steam > Settings > In-Game and check the box marked "Enable Steam Community In-Game".
3. Launch Oblivion via Steam or by running Oblivion.exe. OBSE will automatically be run along with Oblivion when launched. To disable this, rename or move obse_steam_loader.dll. You do not need to use obse_loader.exe unless you are running the editor.
