So how many perk point will I ultimately have to spread around? And is there anyway to reset trees or are the points permanent once you place them?

I had to put some points in light armor and single hand weapons.

I think that the level cap is 70, and trees can't be reset afaik.

the real level cap is 50
after that it takes exorbitant amounts of xp to level and you don't get perks

but you are right that 70 is the hard cap.

Smithing can produce really powerful items without much perks. Try levelling up the skill, getting as much smithing enchantments and see what happens when you try to improve an item.
