There are plenty of jobs, the market value of these jobs is just lower than minimum wage due to foreign competition and migrant laborers. One solution is protectionism and restrictions on migrant workers to reduce competition and raise wages, this would have a negative effect on everyone else and upset the price mechanism. Another solution is workfare, Americans who work for less than minimum wage get "underemployment" benefit on top of this, this will not have a higher net cost compared to what taxpayers and businesses pay already.
