So if the judicial branch is a check on the executive branch, but the judicial branch has no means of enforcing a court order because it’s the executive branch that is assigned the task of carrying out the law, what if the executive branch decided to break the law, the judicial branch ruled the executive branch broke the law, and then the executive branch just refused to punish itself?
