I think it’s more likely this is an attempt by Putin to compensate for Russia's population crisis. Russia is in a similar situation as China or Japan when it comes to birth rates, although the major difference is Russia has population similar to Japan spread out over a land area bigger than China. So they’re sort of screwed. If they could conquer Ukraine and use Ukrainians as workers, they could buy some time. The issue is, Ukraine and Russia both had low birth rates to begin with, below average GDP per capita for Europe (especially Ukraine, their GDP per capita is actually lower than South Africa). People left Russia and Ukraine when the war started, especially Russian men and Ukrainian women, and they’re both losing young men. The result is probably Ukraine and Russia are both screwed demographically. Russia has even started using Africans and North Koreans as mercenaries to make up for their demographic problems in their military.

And the thing about Russia and Ukraine is, they’re both Slavic Eastern European countries so they tend to be more socially conservative. So Ukraine didn’t draft women and let women leave the country but let men stay. That’s a really big mistake because those women aren’t coming back. Even if they did come back, they won’t have children to replace the soldiers who are dying, it’s a socially conservative country with a low birth rates, if there are more women than men that doesn’t actually lead to more children if you have a bunch of Orthodox Christians who believe in monogamy, are relatively educated, yet poor by Western European standards, having more women than men isn’t going to increase the population. The same thing goes for Russia.
