At it's best, management knows about situations outside the workers control, that can explain low metrics. But even at it's best, it can make great work invisible and instead pardoned, as in "the metrics are ok given the circumstance".

I agree, dashboards are terrible at qualitative factors. But that's why you have a human being doing performance management, there's supposed to be some nuance in a human brain to understand there's some things the metrics can't capture.
