Milton Friedman advocated a "negative income tax" because it gave people cash they could use to spend as they saw fit.
He thought it was far preferable to systems where beaurocrats try to figure out what people need from their offices, because those beaurocrats didn't know what people needed specifically and couldn't manage that many people anyway.
