Point taken. Holland engaged in “harm reduction,” and failed. It’s a permissive policy that allows open drug use, but mixes in healthcare, counseling, clean syringes, and attempts to draw users into treatment programs.
U.S. cities claim to embrace this policy. Instead, they permit ever-growing open air drug markets. These cities do so in working class or immigrant areas where the community can’t resist. Instead, a junkie zombie apocalypse takes hold. Junkies feed their habits through crime, and set up unclean camps, ruining the neighborhoods they inhabit.
So the U.S. spin on harm reduction is no services and non-enforcement of the law. In permissive areas, junkie populations swell because they receive perverse incentives.
