The surveillance state relies on it before branching out to the suburbs. Stingray cell tower spoofers, license plate readers, ShotSpotter, and other police surveillance tech usually are used - without a public comment period - in “high crime areas.” By and large people don’t give a shit because they figure cops use it to lower crime, and that cops tracking women with cameras or stalking exes, are anomalies.
Of course the surveillance net then spreads to everyone else, usually so you can get a ticket for some ridiculous infraction. From a machine that may or may not have been calibrated correctly.
The “hood” and “barrio” are just the testing grounds.
