To accurately measure happiness we need to create a new unit of measurement (smiles per second or SPS). Now to maximize SPS we really need to be focusing on activities that force smiles instead of it being a more voluntary action. There are two that stand out naturally and those are tickling and laughing. So to maximize SPS we need to devise a machine that will both tickle the subject relentlessly as well as get them to laugh. Now the tickling seems fairly straightforward but the laughing could give us some issues. I propose working in conjunction with AI to analyze as much content as possible and train the AI to make consistently funny content based on what people already laugh at. I guess another issue is overstimulation because anyone experiencing all of this at once might pass out from pure joy. We may need to sedate them at some point
