For those that might be interested in push notifications; there's an application that could be used for this called http://www.prowlapp.com/.
This app costs $3 and probably can't be pirated seeing as it has to connect to their servers, but when installed minichan could instantly notify the user that something has happened. Would you buy Prowl for this?
Oh, also read the Prowl site for more information seeing as it also opens up a whole range of other push notifications which could be relevant for you.

Meh, I'm usually lurking throughout the day on my iPod anyway, so I probably wouldn't use it. That's just me though.

iOS 5 has a notification feature built in, OP.You don't have to buy an app just to develop another app.

Also looks like it isn't what I'm looking for. Just a place to store all notifications generated by an app already installed to the device that has to have a connection open to servers used by that app.
Prowl does all of that for you, and you can tell them to pop a notification on the device, meaning that people would only need the Prowl app to get it working.
Either way, you're right about the Developer ID, so whatever I'd want to do it'd still cost me $99/year
