I mean, technically the poorer area is on the outskirts so it might not officially be a part of the city, but if you look on satellite view, even if it’s not legally part of the same city, it obviously is part of the continuous mass of buildings and whatnot. When cities grow they don’t always change the legal boundaries, that’s why when you google the population of Lagos, some websites say 8 million some say 20 million because the city expanded past the legal limits.
