RU486 is not a controlled substance so I highly doubt those packages will have dedicated dogs to sniff for them, nor would. The pills would, at worst, have to be labeled on the customs form as vitamins. Not to mention just how often actual controlled substances get through anyways... > > 2. Not to mention the fact that domestic shipments of RU486 almost always weigh less than 12 ounces so it wouldn't take much for a pharmacist to put them in small parcels and placed into a USPS blue box to be shipped without a return address.

Looking at the address it was shipped from doesn't require dogs.
They can order the pills, record the address, and intercept all packages from that address. > > > 2. An operation like this will always be limited. The city it was shipped from can be easily monitored, and if you have few employees to keep things discrete then they will need to be perpetually visiting different dropboxes. That behavior stands out, and the police/fbi could easily follow them back to their hq.
