Cheaply and easily solve the issue of hobos in the street by installing Huquariums. Small glass boxes with a little tent and a plant, and an auto feeder to feed the hobo their hoboflakes every few days.
Now the hobo can sit out in the street as they love to do, but the passer by does not need to suffer! Invest in Huquariums now!

My town had these, called them benevolent vivariums, a crew would come by and retrofit the walls and roof of shanties.
Vagrants came from the outskirts, but this was a deindustrialized michigan city and we didnt have the jobs or houses for them anyway. The crews were unpaid and the outsiders usually moved right after. My guess? It was covert intimidation.
