Nonproliferation was a funny idea. Only countries that like the west or weren’t afraid of the west listened. Now Taiwan, South Korea, and Japan don’t have nuclear weapons, but Russia, China, and North Korea do. So Japan is "rebuilding" their military with zero nuclear weapons to fight a hypothetical war with China. African countries also don’t have nuclear weapons, but African countries don’t really have mortal enemies though. So there’s an argument to be made that if Africa countries had nuclear weapons that would just draw more attention to them and make them less safe. Because right now, Africa and South America would be the two best places to be in a nuclear war. Russia and America don’t have their nukes pointed at Africa.

For example, Iran is trying to enrich uranium, they got bombed. South Africa has enough enriched uranium to build multiple nuclear bombs, but they don’t enrich uranium anymore, and South Africa doesn’t get bombed. Mostly because the west doesn’t think Africa is impotent so they get caught up with other stuff. If South Africa had some mortal enemy they might make a bomb, but they don’t, so there’s no reason to because they don’t need to draw attention. Japan also probably could build a nuclear bomb. A little bit of a different situation there with Japan.
