A median earner in Malta earns about €2000 per month.

If they live frugally on €1500 per month, which means only paying rent and buying necessities, and probably skimping on those too... that's €500 for savings.

Meaning they would be getting paid over 4 years of savings just for giving up their license. 4 years of work, living like a monk, saving what you can is equivalent to handing over a license.
