I should have caveated: Free and open forums with light moderation. Sure, if I go to a history or home repair or special interest forum you don’t get the mouth breathers.

With thats said, i cannot imagine an internet connexion over in nigeria is particularly common or particularly good, so the average kenyan internet user is either larping eurocucks or its primarily their equivilent of colleges and government officials, like how the internet was around the time that DARPAnet was being deployed to the common plebian fivedecades ago.
