WAN2.2 for image-to-video usually. You need a modern graphics card for this.
If someone wants to try but doesn't have the hardware there are sites that will give you free generations.
This one should give three generations per day per unique IP.
That will give you an mp4. put that into ezgif.com and get the file size under 5MB. Resizing the image smaller and using the "optimize" tool are the quickest way.
You can click more tools -> remove background to convert the background into transparency for an animated sticker effect.
remove.bg does content-aware background removal for free, that's useful for doing before animation, but you'll still need to remove background again in ezgif because transparency converts to black when you animate.
