Sorry I don't know shit about Chinese history.

But for the Parthians and the Romans I would actually say it was too little homosexuality that destroyed them. The Romans were destroyed after they Christianised and stopped having gay sex, the Parthian Kings always had to have about 1000 concubines each which produced too many potential heirs and infighting.

Trajan and Hadrian already had the perfect form of government- just be gay and adopt an heir. It is no coincidence that Rome's golden age aligned with two of the gayest Emperors.
