- I'd melt all of Africa into goo (And any other 3rd world county, including china).
-I'd then declare that it was an act of God and that some of these people had been chosen to go to heaven because of their suffering while the others have been smited and sent to hell.

I'd do it. I suppose I would get it started if i could, if my offspring would be a successive ruler. One person decided for all is the best system. No bullshit. Don't like the way something is? It gets changed with a snap of a finger. No red tape.
I'd also turn anyone over 30 into goo, except myself. I would explain it as magic that I survive the goo-ing.
The reason for this is 30 years is a long life, and there's no reasons to have people living beyond that. Less time for people to breed.
