I would say shoot too kill, honestly. Except for the zoo workers I don't think local Animal Control gets too much experience trapping some of the more exotic and dangerous stuff. Even cute little chimpanzees will rip your fingers and dick off right before going for the face.
If it's bigger than a cat, shoot it. And if it's a cat bigger than a dog, shoot it too.
Also kill monkeys, those things got aids.

I bet they have lots of traps for dogs, cats, raccoons and maybe a bear trap if you're in the right region. Other than that, you kind just have to hunt them. What are they going to do with a bunch of tranquilized (presuming the local police even have animal tranquilizers) zoo animals? Call for some flat beds and get a bunch of volunteers to help manhandle dangerous drugged animals?

What I mean is that he would have been aware of the fact but at the time of his decision it could have been a strong lapse of judgement given he was willing to off himself. I don't think it's necessarily that he would have known the consequence would be "kill them all" on the police's part. It doesn't seem reasonable that he was of sound enough mind to systematically open all the enclosures and release the animals, but couldn't think through the consequences of what would happen to them. He's not some kid in Free Willy, he's an experienced caretaker who had had run-ins with animal control before and knew what could happen to them.
I'm also not sure why the presumption is he was not rational when he killed himself. I think a lot of perfectly sane, rational people kill themselves after thinking it through. This seems like a thinking-it-through situation.

It wasn't even apparent that the man had committed suicide until later into it so I was just responding to what I read.
