I thought it was until I discovered that it is legal to reject people from applying to be police officers if their IQ is too high because they think smart cops will get bored.

It’s a delicate balance. On the one hand, we can’t have police as incompetent as American police, on the other hand, we can’t have police as competent as Japanese police, because we can’t have 100% of Americans in jail.
