It is true that you’ll have a higher chance of contracting HIV if you have unprotected sex with somebody who has HIV.
…the question is why are you cutting off a body part so you can feel safe having unprotected sex with people who are HIV positive? That makes no sense.

True, but you will also have an elevated risk of developing osteoporosis. The experts, who spent years, if not decades, at the finest universities, may, perhaps, know a thing or two about how the human body works and how diseases can spread, and how the spread can be limited or even eliminated. Perhaps, due to their privileged wealth, they can afford to apply extra protection during intercourse and have treatments readily accessible, but in less wealthy and less developed regions like USAmerica and Africa, medical treatment and contraceptives can be unaffordable or inaccessible entirely due to distance or backwater regulations.
