I've never heard a racist say that about some isolated remote culture.

It's always some culture sitting in abundant natural resources, a land bridge to the rest of their hemisphere. Even when another culture developed the technology already, they can't develop.

There are whites and Asians and Jews living on rocky islands or stuck in inhospitable deserts that thrive and push forward technological development for the whole world.
