He always starts shit and never finished it like a toddler. For example, he tore down the White House East Wing and has no plans in place to build his stupid ballroom. He will leave office with a giant pile of rubble.
The same thing will happen with Venezuela. He will never follow through and "run it". He will just forget about it, leave office, and some other dictator will take power there.
Now of course they’ll say, "the Venezuelan constitution this the constitution that." It’s an authoritarian state, they can violate their own constitution and give no reason why.

Fun fact: the judicial branch checks the executive branch, but the executive branch enforces court orders made by the judicial branch. Well thought out checks and balances.

Korea, Vietnam, Persian Gulf War, Iraq, Afghanistan - no declarations of war. There have been things like the Tonkin Gulf Resolution, other congressional authorizations, and use of presidential authority.
