The emergency is they thought they could get away with paying little into their military budgets and rely on the US to do everything for them.
Maybe they could move some funds from healthcare into defense?
Trump already negotiated lower drug prices, but with the deadweight eurodegens no longer taking our money maybe we could afford some better medical care here.

France and the United Kingdom both have nuclear weapons. They don’t need to spend more money on their military, they already have a deterrent.

During the Cold War, the US and the Soviet Union got into this silly thing where they thought, "Oh if I have 1,000 nukes and you have 1,001 nukes, you’ll win the war so I need to build more nukes!" But in reality, if you have around 100 nukes, you can basically destroy any country you want so there’s zero point to making more than that other than ego.

Of course, a lot of countries have the capability to produce nukes, but chose not to because the US and UN both pushed the idea that more nuclear weapons in the world is a bad thing. There are plenty of countries like Japan that have the ability to enrich uranium but don’t have nuclear weapons, or South Africa that don’t have enrichment facilities but have a stockpile of weapons grade uranium they could assemble into a nuclear device. So it’s not like a binary thing, some countries could build nuclear weapons much faster than others.

The UK is part of the United States in practice, and France can't launch their nukes if everyone in that chain of command is on strike.
