Vietnam would disagree. I’m not Vietnamese, but just google what pho looks like, not even what it tastes like, just compare what it looks like visually. If your brain can’t do the analysis and crunch the numbers, then there’s nothing to talk about here.

The Flat noodles are only found in the Northern version. I noticed when I go to a Asian store to buy my Rice noodles. So many brands and the Southern variety come in various thickness. Northern only one size.
I have to go out of my way geographically to get the Northern version.
I recently found a unique Fast Food version of Pho for the Microwave. I have to call the company to find out where it's on my shelf locally because I cannot remember which supermarket I got it from. It was Remarkably good for fast food.
Many of shelves with not one of the necessary 5 spices. Pho of course is French/Vietnamese origin and it amazes me how the French used the Chinese 5 Spice for the bases of seasoning. Store shelf Chinese 5 Spice would NOT work because of a vary different ration in the Vietnamese blend.

I located the source of the Super GOOD Fast food version and will contact the company or try to and see if that is true USA wide. May be the MOST expensive off the shelf fast Noodle package EVER.
