I have been to several of these cities for work. I work almost exclusively in the Midwest and South and I see this phenomenon all the time. This or idiots trying to turn it into a Silicon Valley, as if that outcome is desirable.
The smart cities look to link small businesses to a university to some incubators and the economic development office. See Pittsburgh or North Carolina.
